GeM Transaction Charges 2026: Fees and Exemptions

GeM Transaction Charges 2026 editorial illustration of a small-business owner reviewing procurement costs beside packed products.

GeM Transaction Charges 2026 were highlighted at GeM Samvad on 28 October: a 0.30% transaction-charge rate, exemption for orders up to ₹10 lakh, and a ₹3 lakh cap for orders above ₹10 crore. Sellers should distinguish these charges from assessment, financing and fulfilment costs.

The Ministry of Commerce and Industry report describes reforms presented at the event. It does not establish that every measure first took effect on the day of the event.

The release also reports OEM assessment-fee reductions of 66%–92% since January 2024. DD India’s 29 October report corroborates the ministry’s summary.

Read the current policy before building a quote

Use GeM’s official platform and its current revenue-policy or order documentation for the charge applicable to your transaction. A short news release should not replace the detailed policy when checking a specific invoice, exception or tax treatment.

Keep a copy of the policy or platform calculation you actually relied on, with the date you checked it. This gives your team a clearer basis for reviewing an unexpected charge than a screenshot of a headline that omits the transaction details.

If two documents appear to disagree, first compare their scope and dates. Check whether they refer to the same charge, seller activity and order value before treating the difference as a billing error.

Separate five different cost questions

For internal planning, make separate rows for platform transaction charges, any applicable assessment cost, production or purchase cost, delivery and installation, and financing. This worksheet is an editorial planning aid; it is not an official list of every possible GeM charge.

Record who supplied each figure and whether it is confirmed, estimated or still unknown. A confirmed transaction-charge exemption cannot tell you what transport, packaging or installation will cost for a particular buyer location.

Then test the quote against the actual scope of supply. If your offer includes something that a supplier’s quotation excludes, such as installation or delivery to a remote site, put that difference in the worksheet before comparing margins.

Avoid making a low platform charge carry the entire business case. Your ability to fulfil the order at the quoted quality, quantity and delivery terms remains a separate question from the fee charged for using the marketplace.

Financing access is a separate decision

The ministry reports integration with all five TReDS exchanges and refers to GeM SAHAY lending against purchase orders. Platform integration or a financing route does not establish that a particular seller has received approval or that funds will arrive on a particular date.

When reviewing a financing offer, keep the amount available, total charges, repayment date and conditions together. Compare the documented repayment obligation with your expected receipts, while marking any receipt date you cannot yet confirm.

This review helps expose a timing gap before it becomes a fulfilment problem. It should not be used to assume that a purchase order, an invoice and money received are interchangeable milestones.

Build a usable seller review file

Save the order or bid specification, your cost worksheet, the applicable platform charge information and supplier quotations in one folder. Use version dates so a revised quote is not accidentally assessed against an older delivery assumption.

Before final submission, ask a colleague to review the scope rather than just the total. A second reader can flag an unpriced obligation or inconsistent quantity even when the arithmetic itself is correct.

For help comparing the cost of software used in your business, our subscription cost audit guide uses a similar approach: identify the charge, check the billing basis and preserve the evidence.

The useful takeaway is a clearer quote, not an assumed guaranteed government order. Check the current platform terms and the specific procurement conditions before committing.
