Textiles PLI Round 4 is scheduled to accept new applications from 1 November to 31 December 2026. The Ministry of Textiles has also reduced the minimum turnover criterion under Part 2 from ₹200 crore to ₹100 crore.
The 28 October ministry announcement concerns manufacturing proposals in man-made fibre apparel, man-made fibre fabrics and technical textiles. It is a company application window with scheme conditions, rather than a general cash grant for every textile business.
Textiles PLI Round 4: what has changed?
| Item | Announced position |
|---|---|
| Application window | 1 November–31 December 2026 |
| Part 2 minimum turnover criterion | Reduced to ₹100 crore |
| Scheme tenure for Round 4 approvals | Extended up to FY 2033–34 |
| Migration from Rounds 1–3 | Conditional route for participants that have not claimed or received incentives |
| Official application portal | pli.texmin.gov.in |
The ministry says eligible existing participants can migrate subject to withdrawing their relevant earlier applications. A company should examine that condition before treating migration as an automatic extension of its current participation.
Separate turnover, investment and approval
The announced ₹100 crore figure is a turnover criterion for Part 2. It should not be relabelled as an investment requirement, an upfront payment to a company or an approved incentive amount.
Start your internal review with the current scheme guidelines and the Round 4 application material on the official PLI portal. Check which conditions apply to the chosen part, product and proposed project rather than generalising from a single revised threshold.
As a practical method, create separate lines for eligibility, investment, turnover, reporting and incentive calculation. If your team cannot place a requirement in the correct line, resolve the wording before building a financial forecast around it.
Prepare a proposal evidence map
Assign a named internal owner to each part of the proposed application. Finance can reconcile company figures, operations can verify the production plan, and the authorised signatory can confirm the documents that will support submission.
These are preparation suggestions rather than a substitute list of government-mandated documents. Use the live application checklist to determine exactly what the company must provide and in which format.
Keep the product description consistent across the business plan, capacity assumptions and financial schedules. A reviewer should be able to trace a number back to a clearly named document without guessing which project version it describes.
Existing participants need a migration decision
A company considering migration should first record its existing round, application reference and incentive history. Compare those facts with the published migration condition before taking any withdrawal action.
Prepare a written comparison of staying under the present arrangement and pursuing Round 4. Include the current obligations, the proposed timeline and questions requiring official clarification, with the reasoning attributed to your own internal review.
Do not withdraw an existing application solely because a news headline mentions a longer tenure. The practical consequences depend on the company’s position and the applicable scheme instructions.
Test the operating plan before assuming incentives
As a planning exercise, model whether the project remains workable if commissioning, sales or verification take longer than expected. Keep projected incentives visibly separate from cash already available to the business.
Use assumptions that your team can explain: product demand, capacity utilisation, working capital and the timing of expenditure. Label each assumption with its owner and review date so the forecast can be updated when the application material or project facts change.
For smaller enterprises comparing other support routes, our PMEGP subsidy explainer discusses a separate programme. Its eligibility and assistance structure should not be transferred into a PLI calculation.
Check the live window before submitting
This article was checked on 31 October, before the announced opening date. Confirm that the Round 4 service is live and review any fresh instructions when the window opens on 1 November.
Retain the completed application, acknowledgement and version of each supporting schedule. Return to the ministry or portal for amendments; a saved press release establishes what was announced, while the applicable guidelines and application instructions determine the proposal requirements.
