Container Manufacturing Promotion Scheme: Key Facts

Container Manufacturing Promotion Scheme editorial illustration of a shipping-container factory with workers and port cranes.

The Container Manufacturing Promotion Scheme received Cabinet approval on 28 October 2026, with a ₹10,000 crore outlay extending to FY 2039–40. It supports India’s container-manufacturing ecosystem, including new facilities and expansion. Businesses should read the support components separately rather than interpreting the announcement as one universal subsidy or loan offer.

Reviewed 28 October 2026 against the current approval announcement. Business worksheets below are editorial suggestions.

Container Manufacturing Promotion Scheme: the components

The Ports and Shipping Ministry release details interest subvention, operational expenditure assistance, and testing and certification support.

Component described in the releaseAnnounced allocation
Interest Subvention Assistance₹859 crore
Operational Expenditure Assistance₹8,891 crore
Testing and certification assistance₹150 crore

The interest component provides 3% per annum subvention on eligible term loans for qualifying new facilities or expansion. That statement is not an offer of a universal bank loan charging a final interest rate of 3%.

Eligibility, claim procedures and implementing conditions need to be checked in the applicable guidelines. A programme announcement does not establish that a particular project has already qualified.

Use today’s approval rather than an older proposal

An August government backgrounder discussed a proposed container assistance scheme using an earlier timeframe. The October approval is the current reference for the approved programme’s name and duration.

Do not combine figures from different stages without their dates. A budget proposal, background explanation and final approval can describe related policy work while containing different details.

When reading a comparison table elsewhere, check which document its dates and conditions came from. That can explain an apparent contradiction without assuming both descriptions remain current.

Separate financing support from a lending decision

A manufacturer still needs to understand the lender’s actual terms and the project’s own cash requirements. An interest-support provision does not by itself establish loan approval.

Keep the quoted loan terms, possible support and remaining business expenditure in separate lines. That prevents a headline incentive from obscuring the costs that still need financing.

Treat certification as part of the product

Containers used internationally operate within a system of technical and safety requirements. The International Maritime Organization’s CSC explanation describes safety approval and the approval plate for covered containers.

A manufacturing plan therefore needs to account for testing, documentation and the requirements applicable to the intended product. The ability to fabricate a steel box does not by itself establish acceptance for international transport.

Discuss the product specification and testing route with the relevant qualified organisations. This article does not certify a design or provide instructions for bypassing a test.

Assess supplier opportunities separately

A supplier of components, materials or services has a different position from a manufacturer applying for a scheme component. Do not assume eligibility transfers automatically through a supply chain.

Identify the customer, the required specification and the evidence needed to qualify as a supplier. A confirmed purchase requirement is more useful than treating a national manufacturing target as an order.

Our technology-claims guide explains the distinction between an announcement and operational delivery. That distinction also applies to investment and supplier headlines.

Read employment and capacity estimates correctly

The approval describes expected capacity and employment effects. Those projections are not a list of current vacancies or guaranteed sales.

Job seekers should follow actual employer notices. Businesses should check the implementation and market evidence needed for their own project rather than relying solely on a sector-wide estimate.

Prepare for the implementing instructions

Organise the proposed project, product standards, financing assumptions and likely customers before making a scheme-dependent commitment. Then check the current authority, guidelines and any application window.

The RELIEF export-cover guide covers a separate policy instrument. Support for manufacturing and support relating to export risk should remain separate decisions with their own conditions.
