The local toll pass 2026 scheme offers eligible residents near a National Highway fee plaza an annual option from 1 November 2026. The fee is ₹1,500 or ₹3,000, depending on where the plaza is located. The important restriction is that the pass applies to one specified plaza, with eligibility conditions and exclusions.
Checked 28 October 2026 against the Road Transport Ministry’s 27 October announcement. The announced start date is still ahead.
Local toll pass 2026: fees and availability
| Item | Ministry’s announced provision |
|---|---|
| Residence | Within 20 km of the fee plaza |
| Vehicle | Eligible non-commercial vehicle with a valid, functional FASTag |
| Plaza outside municipal or local town limits | ₹1,500 annually |
| Plaza within those limits | ₹3,000 annually |
| Availability at eligible plazas | From 1 November 2026 |
| Rajmargyatra app availability | From 1 December 2026 |
The owner can choose the new concession or the existing monthly option. The pass is confined to the issuing plaza and cannot be transferred between plazas. Read the Ministry of Road Transport and Highways release.
Check the exclusions before comparing prices
The ministry excludes highways and expressways operating a closed user-fee collection system. It also says the pass will not be issued where commuters have an available service road or alternative road.
Distance alone therefore does not settle eligibility. Ask about the particular plaza and your circumstances before treating the annual fee as an option you can purchase.
Do not read the headline as a nationwide pass for every toll journey. A local concession at one plaza answers a different travel need from a product intended for a wider network.
Work out your own break-even point
The annual fees divided by 12 equal ₹125 and ₹250 a month respectively. These are our arithmetic equivalents, not monthly instalment offers.
To compare the annual option with an existing monthly pass, use the number of months you expect to need it. If the monthly pass costs M and you expect N paid months, compare M × N with the relevant annual fee.
For illustration, a hypothetical monthly cost of ₹200 used for eight months totals ₹1,600. That example is not an official monthly rate, and it only becomes relevant after confirming eligibility and the applicable annual fee.
Include your travel pattern in the decision
A commuter using the same eligible plaza throughout the year has a different requirement from someone making occasional journeys. List the plaza, expected months of use and any other toll points on your usual route.
Then separate expenditure the local pass could address from charges at other plazas. Including unrelated journeys in the calculation can make a concession appear more valuable than it is.
The table below is a suggested worksheet. It does not determine entitlement or quote the rate at a particular plaza.
| Your input | What to record |
|---|---|
| Eligible plaza | Exact name and confirmation of applicability |
| Applicable annual fee | ₹1,500 or ₹3,000, as confirmed |
| Existing option | Current monthly price and conditions |
| Expected use | Months you reasonably expect to commute |
| Other tolls | Charges outside this single-plaza concession |
Confirm the application process through official channels
As of this article’s check date, plaza availability and app availability have different future start dates. An announcement about December app access should not be presented as a working app purchase process on 28 October.
Ask the eligible plaza what evidence and procedure it requires. This article does not invent a mandatory document list or claim to have completed an application.
Keep the confirmation, payment receipt and pass details together once you actually obtain one. Check that the record identifies the intended vehicle and plaza before relying on it for regular commuting.
Questions worth asking the plaza
Ask whether your vehicle and residence meet the conditions, which annual rate applies and what happens under the existing monthly option. Ask how you can check that the concession is active after issue.
Use official contact information rather than details embedded in an unsolicited payment message. For help assessing suspicious messages, see our guide to checking scam messages with Circle to Search.
Choose using confirmed eligibility and actual costs
Start with the issuing plaza, then compare costs using your own travel pattern. A lower advertised annual fee is useful only when the concession covers the journeys you expect to make.
Keep the distinction between 1 November at eligible plazas and 1 December through the app in your plans. Recheck the ministry’s current information if you are applying after those dates or if local instructions differ.
